PURPOSE
To provide the establishment of standards for the submission of electronic plans to the City of Shreveport. The Code of Ordinances requires the submission of plans for review and approval for any planned improvement to be constructed within the City of Shreveport and its planning boundaries. The standards for the submission of plans were generally dependant upon the requirements of individual departments. This ordinance establishes one standard for the submission of all plans in an electronic format.

BACKGROUND INFORMATION
The Code of Ordinances will be amended to include the requirements for which the submission of plans to the city of Shreveport will be made in an electronic format. The attached specifications define the submittal requirements for the various planned improvements. This Ordinance will not change the requirements regarding the qualifications of the individual preparing the plans.

ORDINANCE NO. OF 2011

AN ORDINANCE ENACTING SECTION 2-4 OF THE CODE OF ORDINANCES RELATIVE TO STANDARDS FOR THE SUBMISSION OF PLANS TO THE CITY OF SHREVEPORT INCLUDING ELECTRONIC SUBMISSION AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.

BY:

WHEREAS, The City of Shreveport Code of Ordinances requires the submission of plans for review and approval for any planned improvement to be constructed within the City of Shreveport; and

WHEREAS, The City of Shreveport is requiring that the submission of plans will be made in an acceptable electronic and paper format; and

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Shreveport, Louisiana in due, legal, and regular session convened, that Section 2-4 of the Code of Ordinances is hereby enacted to read as follows:

Sec. 2-4. Requirements for submissions of plans.

a) Definitions

1) Facility: is defined as any structure that is built, installed or established to serve a public purpose or need.

2) Public infrastructure improvements: are any and all roads, parks, buildings, playgrounds, sidewalks, utilities, and any other appurtenances as maintained by the City of Shreveport.

b) This section shall apply to the submission of plans required by the following chapters of the Code of Ordinances:

1) Chapter 10 – ALCOHOLIC BEVERAGES

2) Chapter 18 – AVIATION

3) Chapter 22 – BUILDING AND BUILDING REGULATIONS

4) Chapter 26 – FINANCE

5) Chapter 30 – FIRE PREVENTION AND PROTECTION

6) Chapter 34 – FLOOD PREVENTION AND PROTECTION

7) Chapter 54 – MOBILE HOMES, MANUFACTURED HOMES AND PARKS

8) Chapter 70 – PLANNING AND DEVELOPMENT

9) Chapter 78 – STREETS, SIDEWALKS, AND OTHER PUBLIC PLACES

10) Chapter 82 - SUBDIVISIONS

11) Chapter 90 – TRAFFIC AND VEHICLES

12) Chapter 94 – UTILITIES

13) Chapter 106 – ZONING

c) Electronic submittals

1) All design plans for facilities paid for by public funds shall be submitted in an electronic format as defined in the Digital Data Submission Standards.

2) All infrastructure improvements requiring City acceptance into the public infrastructure systems, shall include design plans in electronic format as required in Digital Data Submission Standard section 1.1.4 and 1.5.4.

3) Final subdivision plats shall be submitted in accordance with the City’s Sandard Specifications for Digital Submittal of Documents.

d) The submission of all plans required by the above listed Code of Ordinances chapters shall meet the published standards for Digital Data Submission:

BE FURTHER ORDAINED that if any provision or item of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this ordinance which can be given effect without the invalid provisions, items, or applications, and to this end, the provisions of this ordinance are hereby declared severable.

BE FURTHER ORDAINED that all ordinances or parts thereof in conflict herewith are hereby repealed.
