(d) Any person may make a request to address the council at a regular meeting or at the administrative conference if the request is in accordance with subsection (e) of this section.

(e) The requests of persons desiring to be heard at any administrative conference or regular meeting concerning on any matter that is on the agenda will be considered under “public comments,” item 7(B) on the agenda,. The requests of persons desiring to be heard at any regular meeting concerning a motion to add an item to the agenda will be considered under item 7(A), “adding legislation to the agenda (regular meeting only) and public comments on motions to add items to the agenda.” The requests of persons desiring to be heard at any regular meeting concerning any other matter will be considered under “public comments,” item 14(D) on the agenda.
