Administrative Division is responsible for the overall management of the public safety operations of the Fire Department and its personnel; coordination of a $45.7 million operating and multi-million dollar capital project budget; development of policy and procedures; and processing and maintaining fire reports.

The Division is comprised of the Fire Chief, Deputy Fire Chief, Assistant to the Fire Chief, Chief Safety Officer, Aircraft Rescue Fire Fighting Coordinator, Secretary to the Fire Chief, and the fiscal and clerical staff.

This division maintains the five-year rolling Master Plan that is a guide for future Fire Department needs based on fulfilling the organization’s Mission.

In 2008 the Fire Department secured its fourth U.S. Fire Administration Fire Act grant for $400,000+ providing funding for the purchase of diesel exhaust removal systems for the 18 fire stations that did not have that equipment.

Emergency Operations, encompassing fire suppression, EMS, hazardous material response, heavy rescue, water rescue and recovery, and the Aviation Fire Rescue Task Force responded to 36,701 calls. The men and women who make up the Emergency Response answered the alarm for 1,403 fires (505 structural, 898 non-structural), 218 vehicle fires, 933 hazardous material calls, and 26,308 medical calls. The Operations Division also responded to 4,573 good intent calls and 1200 false alarm calls in 2009.

Each company is staffed with firefighter/EMTs and has automatic external defibrillator capabilities - half of the time a paramedic is on-board the engine company. All medic units are staffed by two firefighter/paramedics. Two heavy rescue units responded to 5,329 calls in 2009.

Safety and Special Operations Division

The Shreveport Fire Department Safety and Special Operations Division's primary goal is to ensure the personal safety of all of the members of the Shreveport Fire Department.  This administrative division utilizes full time District Safety Officers (DSO) for each of its three 24 hour shifts.  There are six DSO on duty at all times for each of the six designated fire department districts in the city of Shreveport.  All of these DSO have been trained and certified as Fire Department Incident Safety Officers through the Fire Department Safety Officer’s Association.  Their duties include emergency scene safety, station safety inspections, inspection of personal protective equipment, accountability of fire crews, emergency driving, and teach safety training classes. 

This division oversees and monitors the overall Health, Wellness and Fitness of all members of the department.  This is accomplished through the Fire Service Joint Labor-Management Wellness and Fitness Initiative that was developed through the International Association of Firefighters and the International Association of Fire Chiefs.  The firefighter wellness oversees annual health physicals for all members, annual fitness evaluations for all members, and promotes physical, mental, and behavioral well-being.  The program utilizes Peer Fitness Trainers that are certified as fitness instructors through the American Council on Exercise.  This program is designed so that our firefighters are as healthy and physically fit as possible to do the strenuous task they are required to do in the performance of their duty.

This division coordinates the Special Operations Response Team (SORT) for the department.  This includes training, equipment, and emergency response to Hazardous Materials, Vehicle Extrication, Water Rescue and Recovery, Trench Rescue, Urban Search and Rescue, Rope Rescue and High Angle, and Confined Space Rescue. 

This division also monitors infection control protection associated with patient care and provides a liaison to the medical community as well as state and federal regulatory agencies.

Emergency Medical Services Division

The EMS Division  is responsible for planning, development, implementation and clinical oversight of all Basis Life Support (BLS) and Advanced Life Support (ALS) medical care for the city of Shreveport.

The EMS Division manages the Continuous Quality Improvement (CQI) and Performance Management (PM) section for the Department. The CQI/PM team reviews and analyzes system performance with the goal of improving patient care and reducing clinical risk. This section researches and provides comprehensive data analysis, develops statistical reports, tracks and documents investigations of clinical concern, manages medical records, maintains biomedical equipment and actively coordinates with the EMS Billing and revenue program. The EMS Division conducted system audit reviews on 4700 patient reports. Skills tracking by Performance Management recorded EMS Operations performed 311 intubations, 11,976 IV's and worked 269 Cardiac Arrests.

The Fire Department EMS operations currently utilize ten paramedic ALS medic units. Two EMS Supervisors provide continuous field oversight and respond to all cardiac arrests and major incidents. EMS incidents acccounted for 71.68% of the total Fire Department 911 requests with 26,308 EMS calls dispatched. EMS provided 16,648 emergency transports. The average response time for BLS care is 4 minutes 41 seconds, and the average ALS care response is 4 minutes 45 seconds. The EMS operations for City of Shreveport special events are planned and staffed through the EMS Division. A total of 55 special service events were worked with 464 personnel staffed for a total of 3020 man-hours worked.

Maintenance Division

The Shreveport Fire Department Maintenance Division currently maintains and services fire and medical equipment for the Shreveport Fire Department. Firefighting gear and fire hoses are purchased, distributed, tested, and inventoried. This Division is also responsible for the purchase and distribution of firefighter clothing and custodial supplies. Other responsibilities include auxiliary generators; fire equipment; EMS equipment; and building repairs for 22 fire stations and the Maintenance garage.

The Maintenance Division consists of the Chief of Maintenance, Assistant Chief of Maintenance, seven Emergency Vehicle Technicians (EVTs), a Stock Clerk II, and an Administrative Assistant. Fire apparatus, medic units, and automobiles were maintained in a skilled and professional manner. More than 1,800 work orders were completed and at any given time 97% of the fleet was operational.

A total fleet of 156 vehicles was maintained by the Maintenance Division: 28 Pumpers; 8 Aerials; 4 AARF vehicles; 3 Rescue vehicles; 15 backhoe diggers and 2 carts, 11 trailers; and 11 specialty trucks - Bomb Truck, Salvage truck, Air Supply trailer, Trench and Confined Space Rescue truck and trailer, Water Rescue Unit, Hazardous Material truck and trailers, K-9 Unit and the Children's Fire Safety House.

Fire Prevention Division

The Fire Prevention Division is responsible for the prevention of injuries to persons and losses to property that are caused by fire and other emergencies.

In 2009, the Fire Prevention Division's Public Education Section presented 417 fire safety programs to 14,661 attendees. The division provided 11,689 copies of fire safety literature to citizens; conducted 6 fire drills that included recommendations toward fire and life safety; and provided 863 free smoke detectors for installation in area homes.

The Inspections Section performed 10,154 existing commercial building inspections; conducted 1,083 new construction inspections at different stages of completion; performed 251 plan reviews; reviewed and approved 55 applications for permits as required by ordinance for different activities during this past year. Additionally, 81 citizen complaints were resolved and 446 special duty assignments were performed.

The Investigations Section investigated 343 fires in 2009, of which 109 were determined to be intentionally set fires. Investigators made 32 arrests, a 191% increase over the previous year. The bomb squad responded to 23 bomb threats and investigated 25 suspicious items as potential improvised explosive devices.

Training Division

The Shreveport Fire Training Division strives to meet every training need of our department our motto is "Everyday is a Training Day". Training provided instruction in emergency medical services, firefighting, hazardous materials, rapid intervention training (RIT), leadership and special operations. The Training staff consists of the Chief Training Officer, two Assistant Chief Training Officers, five Training Officers, one Recruiting Officer and two clerical personnel.

The Training Division coordinates the recruiting and hiring process. More than 600 Fire fighter applications were given to possible candidates from our office this year. The 52st Basic Training Class started October of 2008 with 17 candidates and completed March 2009 with 17 candidates graduating.

In 2008, the Training Division added value to all department officers; including Instructor I direction as part of the department's Succession Plan. Our leadership course was a great success as we covered topics such as Decision Making, Conflict Resolution, Counseling, Effective Listening and Generational differences. The Academy continues to monitor our personnel who are attending BPCC Paramedic Course.

The Fire Communications Division of the Shreveport Fire Department is a nationally accredited agency that provides a variety of support services to the department and serves as Caddo Parish’s “Gateway to Public Safety”.

The division is comprised of three sections: Administration, Operations and Information Technology.  The Chief of Communications is in command, and responsible for all aspects of the division operation.

Aircraft Rescue Firefighting

In 2009, the Aircraft Rescue and Fire Fighting Division (ARFF) provided ARFF and EMS coverage for Shreveport Regional Airport on a 24/7/365 basis.  All FAA requirements were met in all areas including, manning, vehicle preparedness, also, all training requirements were met.

This included our annual "Live Fire" Exercise at Barksdale Air Force Base.  All Aviation Task Force Members met their requires and exhibited a professional attitude and superior knowledge in their fields of expertise.
