Chief of Police Jim Roberts will present two officers with prestigious departmental awards during the 3 p.m. Shreveport City Council meeting on Tuesday, Aug. 27.
Officer Twanna Moore will receive the Departmental Commendation Medal and the Departmental Life Saving Award for heroic actions taken during an incident on Aug. 7.
Officer Moore was the first person to respond to a shooting call in the 500 block of Oriole Lane. A 3-year-old girl was fatally wounded, and the girl’s 32-year-old mother and 1-year-old sister also had been shot.
When Officer Moore arrived at the scene, she found the suspect holding the 1-year-old girl, attempting to commit further harm to the child. Officer Moore removed the child from the suspect’s arms and moved her to safety. She then arrested the suspect, 61-year-old Joan Edgar, who is now charged with first-degree murder. All three victims were transported to LSU Hospital. The 1-year-old girl and her mother survived the incident. Had it not been for Officer Moore’s quick response to this dangerous situation, the family may have lost another child in this tragic incident.
In the words of an investigative supervisor, Officer Moore’s actions in this matter "are commendable and stand as an example of what being a Police Officer is all about."
Officer Dean Willis will receive the Departmental Commendation Medal for his response to the same incident. Officer Willis, a six year veteran of the department, was the second officer to arrive on scene. Officer Willis rendered vital assistance to Officer Moore and the victims of this tragic event.
The award presentation will take place toward the beginning of the City Council meeting, which takes place at Government Plaza, 505 Travis St.
