Police arrest evacuee for rape

Shreveport Police detectives have arrested a hurricane evacuee on a charge of forcible rape for an incident that occurred at Pelican Haven in the 5200 block of Monkhouse.

Tot Hoang, 46, was living at the Pelican Haven when he reportedly raped a 19-year-old female there on Wednesday.

Hoang and the woman had just eaten a dinner they had cooked in a crock pot in one of the rooms. When the woman was preparing to leave, Hoang reportedly grabbed her, shoved her onto the bed and raped her.

Hoang was taken into custody Thursday afternoon after detectives obtained and executed a warrant at his hotel room/apartment. Hoang was booked into the Shreveport City Jail.
