Six people were promoted Monday afternoon at the Shreveport Police Department. Promoted to captain were: Vera Ragland, who has been with SPD since December of 1980, and Richard Owen, who has been with the department since March of 1981. Promoted to lieutenant were: Richard Childers, who has been with SPD since February of 1985, and Jimmy Muller, who has been with the department since February of 1985.
