The Administration Division is responsible for all administrative and fiscal controls of SPAR. These duties include, accounts receivable, revenue verification, and departmental fixed assets.

The division also facilitates all payroll and personnel functions for the SPAR. One of the main functions of the division is the quality assurance and loss prevention programs. The division is responsible for all contracts, these contracts include, agreements between the city and event organizers, construction contractors, professional service providers, and commodity vendors.

 

Athletics (back to top)

The Athletics Division provides quality sporting and athletic opportunities for the citizens all ages. Programs include youth basketball, adult softball, adult flag football, adult volleyball, youth football, and other various sporting programs.

The division is also responsible for the preparation of soccer, baseball and softball facilities. The staff is present at all events held in a city facility and is responsible for the facilitation of all tournament play. The Athletic Division is responsible for the oversight of all public tennis centers and for monitoring the pros at each site

 

Environmental Services (back to top)

The Environmental Services Division is dedicated to maintaining a clean and safe environment for all City employees and the public. It is responsible for maintaining and contracting the housekeeping functions in 32 SPAR facilities. In addition, to providing housekeeping services we also operate a full service warehouse responsible for purchasing, inventory control and distribution of housekeeping supplies and equipment.

The Division proudly supports functions of the Mayor's office including press conferences, meetings and other special projects. The staff opens, closes, and secures the Government Plaza, City Hall Annex, City Courts building and the Police Department's building. Additionally, this Division has the task of providing contracted housekeeping services to 12 City facilities not SPAR related.

Since we are a multi-tasked Division we also have the privilege of providing an Inter-Office Mail Delivery Service to selected City facilities throughout the Shreveport area.

 

Event Services (back to top)

The Event Services Division includes the booking, scheduling and facilitation of events at the L. Calhoun Allen Exposition Hall, Shreveport Convention Hall, Shreveport Civic Theater, Barnwell Grand and Arts Center, the Shreveport Festival Plaza, Shreveport Municipal Auditorium, the Randle T. Moore Center, Fairgrounds Field and Independence Stadium.

 

Maintenance (back to top)

The Maintenance Division promotes natural space and provides citizens and visitors with a clean, safe, and appealing environment. The Maintenance Division takes pride in the maintenance of many buildings, parks, cemeteries, and other public areas around the city.

The division is responsible for maintaining SPAR's 63 parks, over 29,000 acres of land, 46 playgrounds, 17 recreation centers, ten swimming pools, 300 flower/rose beds, four cemeteries, Clyde Fant Parkway, 52 city-owned facilities, and 28 highly visible grounds such as the Barnwell Center and Festival Plaza.

 

Planning and Development (back to top)

Planning and Development manages the city's capital projects for public buildings and recreation.  It also manages projects related to the renovation and remodeling of city buildings. It provides architectural review for many city projects.

The City Architect serves as the division manager and acts as the city's representative in dealing with the design professionals who work on the city's projects. This division provides design services, graphic support and office space planning for all city departments.

The mission of the Recreation Division is to provide a diverse slate of leisure, recreational, wellness, cultural enrichment, and educational activities of all Shreveport citizens. This division aims to promote activity that is both fun and healthy for participants.

 

Special Facilities (back to top)

Special Facilities is primarily responsible for the day-to-day operations for the Stoner S'port Marina. The marina includes a convenience store and a grill.

The store provides a variety of beers, single serve bottled wine, sodas, water and energy drinks. The marina store also stocks a wide range of boating supplies, bait and tackle, sunscreen, picnic supplies, and a great assortment of packaged food items. Gasoline is also available for boats and jet skis.

The grill provides a full range of items for breakfast and lunch. the grill has developed a loyal downtown lunch crowd that comes for the daily lunch specials. The marina can accommodate 128 guest for special or catered events.

Therapeutic Recreation (back to top)

The mission of the Therapeutic Recreation Division is to meet the needs of the physically, mentally, and socially challenged individuals, as well as, the general populations; focusing on reintegrating, restoring, and increasing leisure skills, leisure awareness, and leisure participation.
