Woolworth Road Landfill - 10580 Woolworth Rd, Keithville, LA 71047
The Woolworth Road Landfill is located on a 435-acre tract of land in Keithville, Louisiana, about one quarter mile west of the Woolworth Road between Buncombe and Colquitt Roads.
Approximately 403,400 tons of waste are generated in the Shreveport and surrounding area annually. The majority of this waste is disposed of at this facility. Approximately 12 acres of land is utilized for disposal annually based on an estimated average cell depth of 30 feet.
Hours & Holidays
The landfill is open Monday through Friday from 6:30 a.m. to 5:30 p.m. and Saturdays from 6:30 a.m. to 1 p.m. It is closed Sundays, New Year’s Day, Independence Day, Thanksgiving Day, and Christmas Day. Any changes in schedule due to Holidays and/or City Wide Emergencies will be posted on the Public Works Calendar.
Tours
The landfill is open for educational tours by appointment. Contact the landfill manager at 318-925-3500 for tour information.
Not Accepted
Hazardous, toxic or infectious waste, or waste containing free liquids. Whole tires, lead-acid batteries, waste oil, and white goods are not accepted.
Landfill Permits

Regulations
- All professional haulers only, which are those who do not generate the waste being hauled but were hired to haul it away, must obtain a transporter number. Transporter numbers may be obtained from Louisiana DEQ, contact (225)219-3079.
- Annual Permit Fee: $1000.00
- Permit Sticker Fee: $250.00
- Except for private haulers, who generate and haul the waste in the City and Parish, each hauler of waste must pre-register with the City and receive a Solid Waste Permit to deliver waste to the landfill.

Preregistration
The City of Shreveport has developed a sophisticated system for waste acceptance to the facility. The type of waste hauled must be indicated, and, for industrial non-hazardous waste, the state issued waste number must be provided. Waste delivered to the facility must be accompanied by a trip ticket which indicates the generator / hauler and waste identification number. All incoming waste will be weighed at the scale house, and the type and quantity of waste is recorded.
The records are maintained at the facility and correlate to disposal cell location. The landfill is operated under a permit issued by the Louisiana Department of Environmental Quality (LDEQ).
Fees
Waste categories and their associated tipping fees as of March 1, 2023, are:
Normal Waste
Including general household waste, yard and landscape waste, construction and demolition debris, domestic sewerage, uncontaminated packaging material and machinery components:
- Minimum Fee - half ton or less: $19.25
- Regular Fee - $40.81 per ton
- Shreveport and Caddo Parish Residents (residential waste only) - $0.00
Special Waste
Must give 24 hours' prior notice of delivery required. Hours of acceptance of special wastes are: 7:00 AM to 5:00PM Monday - Friday. Special Waste includes industrial solids and sludges, asbestos waste, and special handling wastes.
- Industrial Solids and Sludges: These require a completed DEQ Notification Form, DEQ Waste Number and Waste Characterization Form, lab test from an approved laboratory, annual fee for lab testing, and waste manifest for each load.
- Fees for Industrial Solids: ($28.00 minimum, plus cost of required lab fees and mixing agents)
- 0 to 199 cubic yards per month: $28 per yard
- 200 to 349 cubic yards per month: $26.50 per yard
- 350 and more cubic yards per month: $25 per yard
- Fees for Industrial Sludges: ($44.00 minimum, plus cost of required lab fees and mixing agents)
- 0 to 199 cubic yards per month: $44 per yard
- 200 to 349 cubic yards per month: $39 per yard
- 350 and more cubic yards per month: $33.50 per yard
- Waste Drum handling fee: $15 per drum
- Exploration & Production Fee:
- 5,000 yards or less: $30 per yard
- 5,001 to 10,000 yards: $29 per yard
- 10,001 yards and above: $28 per yard
- Fees for Industrial Solids: ($28.00 minimum, plus cost of required lab fees and mixing agents)
- Asbestos Waste: These require a completed DEQ Asbestos Disposal Verification Form. Asbestos must be transported in non-compactible vehicles, and must have waste manifest and lab test from approved laboratory. Operator and any passengers must wear protective clothing while on site. Asbestos waste accepted by appointment only.
- Fee for Asbestos Waste: ($50 minimum)
- $25 per cubic yard
- Fee for Asbestos Waste: ($50 minimum)
- Special Handling Waste, including items that require immediate burial, materials with high dusting potential, bulky waste, pharmaceutical drugs, outdated products, tree stumps and logs, and other items that require special handling procedures.
- Fee: $22 per cubic yard.
- Animals
- Small Animals: $5 each
- Large Animals: $20 each
- Tree Stumps or Logs - 30 inches or larger and logs with the same diameter and over six feet in length shall be charged a fee for each stump and/or six foot section, plus the normal waste fee per ton. Any less than stated above will be charged at normal waste fees.
- Fee: $30 each
Defraying Administrative Cost
All charge customers shall pay an additional fee per load to offset the costs of billing and administration.
